California Special Education Local Plan Areas (SELPAs)
Find a SELPA/ SELPA ADR Resources by County
What is SELPA?
In 1977, all California school districts and county offices were required to form regional groups called Special Education Local Plan Areas (SELPAs) to meet the special education needs of students within their boundaries.
There are over 130 SELPAs across the state, varying in size, structure, and governance. These include single-district, multi-district, county, and charter-only SELPAs. Each SELPA must develop a Local Plan, as outlined in the Education Code, detailing how it delivers special education services. All school districts, including Charter schools, belong to a SELPA. SELPAs are organized regionally, and their members include local school districts, charter schools, and county offices of education.
Use this table, which is organized by county, to access SELPA websites and their many resources, including support for addressing disagreements and Alternative Dispute Resolution (ADR) materials, process, and contact details for the region.
If you are a SELPA/ LEA administrator and would like to edit/add your ADR page link information, please email seeds@scoe.net.

How do I find which SELPA serves my school/school district?
Find your county on the table below and explore the one or more SELPAs listed. Many SELPA webpages list the names of the school districts they support on their main page.
If you are unsure of the school district name, use the California School Directory (linked above) to type in the school name, to confirm the county and learn the school district name, then revisit the table below.
